Bruuuuuhhhhh! How freaking scary is this? Some 9 year old boy wanted to go out and do hood rat stuff with his hood rat friends and took his moms NICE car on a joy ride on I-15. He was eventually pulled over but was not charged with anything. No word on his parent however... I would assume some negligance on their part would be considered.
